Most of the stolen boats/motors in circulation are due to family/court disputes. Selling during a divorce, death, grand child taking the motor when Grandpa doesnt use it anymore and uncle reports it stolen. Stuff like that.
And texas has that funny law where everyone must register it or it gets automatically flagged. I dont know if they consider it stolen or not. But if i buy a boat off my neighbor for $5000 and you offer me $7500 for it, i cannot sell it to you without registering it with the state in my name and paying the taxes/registration fees first even if it already has a TX number on it. I would imagine if it gets tossed between 2-3 people without registering it may get lost in the system and be "unregistered" thus "stolen" when the wardens find it in use.
Then of course you have small motors that are legit stolen all the time, if it can be picked up by two guys and put in a pick-up bed it will be stolen these days.

Been some fellas around here stealing cows. Roll up on a side x side, rope the cow, hook to the side x side, drag it through the fence, a stock trailer pulls up, they drag the cow into the trailer and then off to the sale barn. Some folks will work awful hard to steal something.

Somebody stole a house here recently. Not even a mobile home, one of those pre-built slab houses. How the heck do you steal a house and not get caught? How many house transportation trailers are there? The guy came back from an out of the country work trip and his porch and garage were the only things left at the end of his driveway
