Yes, prebagged in half and full pound bags and treated against 'bugs'. It takes more than you think because the seeds are so large.
Plant about an inch deep in loose soil. Once they break through you can tamp down the soil more. Along a fence works great here in full sun.
When I had my bean mix I planted I bought them online. I live way out West anyway so no help locally there.

They get maybe 2' tall and 2' feet wide. I grew bush last year and were a MAJOR PITA to pick. This year I'm planting running beans and letting them climb old dog pen fence. My barber told me to plant a row on both sides 6" from base of the fence.
My preference is for running beans, because the bush still are a pain to pick. However with the running, you either have to have trellis or stake them (with boo, etc). My mom only wants the bush style....she says they taste better. Also, if you pick them young (small) the beans are more tender and have a better flavor.
