CP...give me all your information and I'll post on bass boat central. Todd should know where you are supposed to be. It will be a prop to pad measurment.
I checked the jack plate position/setting. I leveled the boat, then trimmed the enigine to level the cavitation plate. With the boat level, and the motor level, I placed a carpenters square under the boat hull and checked square to jack plate.
The bottom of hull (not lowest chine of hull) is even with cavitation plate. I don't have a water pressure gage, but I had a extra pair of eves with me, so I raised the plate 1 inch. Did not push it any further. No change in rpm.
I will order a water pressure gauge before I continue. I drug my boat home form the lake, so I can check things easier with you all uns help. And I do appreciate all the help.

"But if serving the Lord seems undesirable to you, then choose for yourselves this day whom you will serve, whether the gods your ancestors served beyond the Euphrates, or the gods of the Amorites, in whose land you are living. But as for me and my household, we will serve the Lord.” Joshua 25:15
I will need to know the current propshaft to pad measurment so he has a baseline though.

cavitation plate is 1 inch higher than the bottom of hull.

"1. center prop to ground = 14 3/4 inch"
Now there's your problem, you would probably get better than 4900 RPM's and 38 MPH if you wus running it on the water instead of on the ground!
