My fishing partner ran into that when his 90 hp Mercury right after he bought his boat. Greased everything and there was a new cable on it. It was still sticking and hard to turn. By luck, what we did, was turn the motor all the way to the left and shoot some more grease to it until it starts oozing out. Then we turned it all the way to the right and did the same thing. Steering freed right up. Hope that will help you like it did him.

You need to determine if its the motor or cable. Disconnect the steering at the motor. The motor should turn back and forth very easily. If it does then the problem is most likely a bad cable.

Yup, most times it means the cable and or thru tube is due for a change.
