This stuff is ideal for that...CrappieCat.com :: Kodiak Soak.... It doesn't take but a little bit, but it will condition dry bait, and "soak in" them leaving a sho-nuff fishy smell (at least the shad scent will). I like the way it works.

Bass Pro Shops sells anise worm oil that works good.
You "don't have to" put anything on them, unless they're so dried up that they're cracking ... and even then, it's probably too late.
If you do wish to "slick 'em up" ... for whatever reason, then worm oil, fish oil (from capsules or bottle), and alot of the scent products should work, OK.
BUT ... you DO NOT want to put WD-40 on them. That's not going to help, and it will harm the water you use them in. It's a solvent, not a bait scent. (even the mfg does not recommend using it as such)

You can pick up anise oil at the drug store cheaper. Use to use it as an additive for catfish bait. Also the use of any sent will help. Sometimes when my plastics pick up odors, I wash them with Dawn and rinse well with warm water, then treat with scent.

Maybe you could stick a wad of Cotton up inside the Tube jig. Soak the cotton in Anise extract, Veggie oil and even some worm oil or oil from a Sardine can.
I just wish I could be better at fishing. Or maybe luckier!:D
A small bottle of glcerene? Works good and no odor.
