cover could be pushing on the fuel line or linkage.

I'm not taking anything away from these guy's. But you might want to post the question out on iboat.com forum.

I have a neighbor that had the same symptoms. I can't remember if the problem was due to an intake or exhaust problem. If I see him this evening I will ask for details.

It could be where your engine draws air from when the cowls on is plugged up and can't get the air needed. I dont have a clue on the 60 hp but it should be in the lower part of the cowling just below where your carbs are in the front where your linkage hooks to the motor they can get leaves and other junk in the vent area and slow or stop the air flow hope this helps.

I'll have to agree with Grubby and Crappieday...Sounds like the cover is blocking the air intake. But on mine, I have to watch carefully how I put my cover back on, making sure the latch doesn't pinch the plug wires and fuel line.

i have seen where the covers were making the spark plugs ground out and miss/not run. run it with the cover off and push on the plug wires with something non conductive.

    good luck with it.

Oh and Iboats has some super knowledgeable people on it with tons of info.

That is a classic symptom of an exhaust leak. With the cowl off its sucking fresh air. With it on its sucking exhaust gases.
