There is a company in Baton Rouge Louisiana, H&H Lures, that makes a great quality collarless jig head. They come already powder coated and the eyes dotted. They sale them for $85.00 per thousand. Call them and ask for Lamar and he will be glad to help you out.

bass pro shops sell some road runner jigs with out collars and some other types.
