Question ? for Crappie USA folks

I was looking at the weigh-in results from the regional at Kerr Lake
other day, noticed that some of the bottom finishers in both divisions
show a weight of .01 lb.

If you don't catch no fish, do they let you spit on the scale and
    weigh it or sumthin' ?

I'm sure there is a explanation that'll probably make me feel stupid -
so here's your chance, lay it on me :D

I don't work for them any more and don't know the exact reason, however, I think the reason is, to show every one who entered the tournament. That way every one knows how many entered. The way the program on the computer is set up, if there is not an entry of some kind, then that team will not show up on any of the weigh in sheets.
Again, I don't know for sure. But I think that is the reason.
