I have a new aluminum boat that I want to mount rod holders on.
The boat is filled with flotation foam and cannot get to the underside of the deck. What can I use to fasten the rod holder bases to the deck?

My aluminum boat has the same foam filling with no access panel. I would recommend using rivnuts, nutserts, or whatever you wanna call em. I had to use them for the first time this past weekend when I added a new seat pedestal base. Used 5/16 but 1/4 would have been plenty. If you go this route, look up the DIY tool vs paying for one.
I use HiTek rod holders and screw the bases with stainless steel screws into the aluminum and coat them with blue loc tite and and they never come loose and neither do my depth finder mounts as they are mounted same way on my g3 1648 jon. Same for seat pedestals.
These are Atwood Rod holders. They had them at farm and fleet.

I can get to the bottom of the deck on my boat and I still used self tapping stainless screws to mount my rod holder bases. I've not had one issue with them.

Here is what EZ Poleholder showed me to do. Get a self tapping screw same size as mounting stews supplied with holder. Run self tapper in and back out. Then install supplied screws. Works like a charm and holds tight. A

Here's a link to a good but cheap rivnut riveter at Harbor Freight. Works great I've used this to install seat pedestals which take a lot of torque, holds up great. Once you start using one of these on your aluminum boat you start to get some crazy ideas
