Extreme Fishing Concepts makes a good cleat mount base that I used on my Javelin bass boat for a couple years before selling the boat. They were rock solid mounts. The mfg was an active member on the forum.

I was looking for these but it was so long ago that I forgot the name of the website. Thanks I just ordered 4 for my boat.
