Looks like a baby shad to me.
I found a huge school of these this week where our effluent wastewater goes into the Mississippi River. Also, right behind them was a huge school of what looked to be some type of carp. I'm not sure if these are a type of minnow or if they are the broodlings of carp? Also, the carp that I saw had quite large mouths that were white. What kind of carp would they had been?

Fingerling Silver Carp and the big ones you saw were adult silvers or possibly Bigheads.

Other than that nose shape, there ain't a frog's hair difference in them by visual inspection.
It also has that little black spot behind the gills which was hard to see in the pic.
That's a minner! Hook 'em in the eyes.
