I think it makes a difference in stain water like Truman lake.
It really makes a difference when your fishing partner is using a pink head and catching tons of fish and you are using an unpainted head and catching none
Imho, it's more about contrast. If you have a bait with good contrast such as black/char or blue/white, etc. the jig head color doesn't matter much. If you are using a solid color bait, a contrasting color jig head will make a difference.
The only time I use painted jigheads is when I start back fishing after Valentines Day thru the pre-spawn time. I have seen it make a little difference. I don't think its quite as important now than what it was 15-20 yrs ago when the majority of the jigs were solid white or solid chartreuse.
Cold water, as its rising from the upper 30's towards 50, I've had better success with pink or orange jigheads on LOZ. Darker days - blue.

Not all the time but I have seen it matter enough that you need to keep some in the boat just in case.
