I'd use all three, and let the fish tell me what was on their menu for the day.

I will be fishing off a dock that is in 20 feet of water. Would shad like baits like the sexee tail shad be good to use or should I stick with tubes? Minnows will also be in use. Thanks.

you could try a slip float rig with a double hook set up . Use a minnow on the top and a jig on the bottom. As the minnow struggles it will dance the jig a little. Just keep changing the depth to look for them. You can fish right next to the dock or cast out with a slip float rig. That way you can cover all depths and every where you can cast to.Your presenting two baits at once .
Start out with light jig head 1/32 and 4 lb test ......8 to 10 deep and watch for the line to slack .....drop it a foot at a time until you get bit .....all 3 items you mentioned should work ......gulp brand crappie nibbles on the jig ....tube or sexy shad .....good luck to ya
