First question is asked, because if the water comes down very far ... that may limit the height (so your cover is always out of sight of other anglers, and not a navagation hazard).
Second - if the thermocline exists ... you'd want the cover to extend above it, by a few feet.
Third - current can topple or wash your cover away ... so height and anchor weight play an important role.
Fourth - WHERE you place it is as important as how deep .... fish suspended in 30ft of water are seasonal, so you'd want to know where the fish were, in their seasonal migratory routes, and place the cover to intercept them (as a holding spot, or even a staging point).
There's really no magic height, because the fish will only use the cover that's at the same depth they are (for whatever reason ... be it water temp, oxygen level, bait presence, seasonal migration, security, etc). Sometimes that may be down around the bottom, or it may be only a few feet under the surface. The fish are not drawn to it, just because it's there ... it has to have a "function" for them. before they're going to utilize it very often.
