Shad winter kill

Our irrigation lake has hundreds of large shad swimming along the bank. There are many dead ones on the bank. Is it normal to still be having a winter kill this late. Have only seen two dead bluegill, all the rest are 6-10 inch shad.

The swimmers might be in that shallow to spawn....not unusual to see heavy losses of shad over winter....they are not very hardy in cold water
