Meet a guy from NC who told me they use bait blocks to attract fish to one spot. Does anyone know how to make it? when to drop it? and when to fish around it?

You can do it one of two ways...place cakes in a sack like a grapefruit sack.....the mesh kind. and you can either sink it or hang it from a limb where it is just under the surface. The next day there will be fish all around it. It will last until the cakes dissolve......large pieces like a foot square and two in thick will last several days to a week

The bait block works by attracting bait fish which in turn bring in the fish. And that was not a plug....its da truff
