    Default Bait question

I was wanting to know why it is illegal to use the waste of game
fish like crappie heads or guts for catfish bait. This would be legally
caught and all possession limits met. I understand the difference
of obtaining them just for bait. Thanks

Don't know, but I assume they don't want people catching them just for bait and disposing of the bodies later when not on water. Would be tough to enforce

Most game fish have length limits on them and the Agent must be able to check the length of harvested fish. Kinda hard to do that with the head chopped off. If the head is from a previous day's fishing, the Agent would have no way of knowing it wasn't harvested that day or where the fish was harvested.

Thanks for the reply . If they are on a hook under the water is it
still considered in my possession? Just kidding.
