I would try to break up the clumps and maybe move them to a new container. I have been using some jars that I get at Michael's the craft store. I believe you can get 6 of them for 2.99 plus tax. They say they are two ounce but I think it is closer to 1 1/2 myself.

If they're clumped from just sitting try shaking them first. If that doesn't work, use a piece of screening and break it up that way or a coffee grinder (some of us have them for making dubbing). Let us know how you make out.

Put it in the freezer in a zip lock baggie for at least an hour. Take it somewhere so if you blow out you won't have it all over the place. Let all the air out and beat it with a rubber hammer if you do not have a coffee grinder. Watch the grinder, it builds up heat very fast and you will have a mess.
