Did they give you a long shaft (20inch) instead of the normal (15inch) shaft, the 20inch is for large/deeper boats with taller transoms but you probably know this. My Nissan made by Tohatsu is a few years old but normal size, still runs great.
i DID GET A NEW TOHATSU 9.8 HP MOTOR BUT NO ONE TOLD ME THAT IN JAPAN THEY MAKE THEM LONGER THEN IN THE U.S. SO AFTER MUCH TRIAL AND ERROR I DECIDED TO RAISE MY TRANSMOM AS HIGH AS IT WOULD ALLOW ME AND I BOLTED IT TO THE TRANSOM AFTER CUTTING THE MATERIAL TO FIT. HOPE THIS WORKS OR MAYBE I'LL JUST THROW IT IN THE DRINK. OR SELL IT TO WHO EVER

9.8 Tohatu motors come in 3 different shaft lengths. 15, 20 and 25 inch.

As already said, you probably bought the wrong shaft length.
nope, gave all the measuements to them and they said that the shaft length is correct. just not made for mid 1970's boat. so I leveled the boat and raise the motor 1 1/8 inches so that the AV is now 1/4 inch below the bottom;of the boat?? if this gives me the comfort I'm looking for I'l do a permament fix. got no help from dealer in Cooksville tenn or the local warranty shop 25 miles from me. every body just pass'es the buck. What a Pro?? A big JOKE
What length shaft is your outboard?
i have jack all mine up for many years. i dont run new motors either. usually they are 3/4" or so to low for my liking.
15 inch outboard, transom height is 15 1/2 inches . should work but doesn't. the new motor is almost 2 inches longer ??
