I resized my pic to 61kb ( 295x416) but when I try to upload it and says it is over the quota by 60,1kb,,,,,not sure what Iam doing wrong,,,it is in jpeg format

You need to have 25 posts them you get kinda an upgrade and are allowed more space. I upgraded you, so you are OK now. It's just the way the site is set up. I think the original writers of the software did not want a "newbie" potentially posting lots of not so nice pictures. I might change the default setting to increase it though. This has come up before.
