Purchased a 10' pro angler rod and was wondering if what type of reel to use? baitcaster or spinner? Or will either work?

All personal preference. Depends on what type of fishing you want tip do with it. Spinning reel as beagle said is going to be your most versatile. I prefer a mini bait caster for my dipping rods. But I don't fish deeper than ten feet most of the time.
Go get you a quantum optix. Good little spinning reel for twenty bucks.
CrappieThumper and beagle are spot on. You will really like the Pro Angler. I used them all of last year and this winter with zero issues. Love the non-ceramic eyes. I run the Quantum Optix reels on a few of mine and have mini baitcast reels on the others.
I have four of the 10' and use them for pulling crank real good rods. For dipping a medium size spinning reel.

Go get you a pflueger spinning reel! You can get the trion for 30 something or the president for 40 something. They are great reels and will last!
