Question Curing of Powder Paint W painted eyes

How is the process done when using powder paint as the head color and then painting the eyes with liquid paint for the eyes?
Oven Cure, then paint the eyes or paint the eyes then cure.
Seems like the liquid paint would burn off while curing the powder paint.

BTW I'm using SuperGlo powder paint for the head.

I always paint on the eyes after I cure the paint. I then give the heads a clear coat.

I powder paint the jigs and then use rustolem enamel to paint the eyes, then I bake for 18 minutes. Works good on everything but red heads with white eyes. For those, I bake the heads first, then dot the eyes, then bake for about 5 minutes......this dries the eye and it stays white.
