If you already know a bank is a spawning area .... I'd set cover, in several small patches, along the first dropoff just outside of that bank. IMHO .. that would serve two purposes : providing a prespawn holding spot for both males & females ... and a staging spot for the females, once the males have gone to make nests.

But, I'd run that by Ernest Paty, like Crappielimits suggests, just to make sure !!
