Sink it at any depth you like, but be aware of it presenting a possible hazzard in certain areas. I've always wanted to suspend a pile in deep water using some 5 gallon jugs to float it, but you'd really have to have enough weight to it to keep it stationary.

    First things first ...

#1 ... is it legal to do so on the waters in question.
#2 ... obtain any permits or verbal/written permission from the proper authorities.
#3 ... avoid high traffic areas, beaches or other public gathering areas, depths that will become dry during water level drawdown periods (if applicable).
#4 ... find out the depth of a normal thermocline for that body of water, and don't place brush below that depth ... except for use during post "turnover" through Winter time period.
#5 ... suspended brush can be accomplished by several means : tying it off & weighting it down under a dock, or off a bridge piling or cliff wall ... weight on bottom & air filled containers tied to top.
#6 ... consider the normal depths that your fish use, during each period (season) of the year, and place your cover to accommodate them during each stage of their yearly migration routine.
