    Unhappy winter crappie

I just had a question, yesterday I went fishing
On a lake I live on here in east tx..As I was fishing
I noticed that the crappie were coming up to the top and flouncing
But I couldn't get any bites...I was fishing with jigs.
My question is, how would some of y'all to fish in this situation?
Also why was these fish flouncing like that?

They are feeding off the top,fly rod and a small nat or ant.
They were doing the same here last saturaday, wish I had the fly rod but don't carry it in the winter months. With weather wamer then uausal I guess it wouldn't hurt to carry a fly tod and few flies.
We tried a lillte of every thing even small crankbait grasshoppers and only caught two, they were feeding on tiny stuff.
