I suppose I should have been more clear in order not to attract trolls. I was asking a serious question, looks like I came to the wrong place.

I checked with one of the bios in Region 2. He has extensive knowledge of the Manhattan District and his recommendations came mostly from there.
He mentioned Centralia City Lake, Aux. Lake at Jeffrey Energy Center, Tuttle Creek River Pond, and any of the federal reservoirs that have fish feeders such as Clinton and Perry. Most of the federal reservoirs would be good too but the feeders will concentrate carp in a smaller, more accessible area.
