    Default Permit for foreign exchange students.


    We have a girl from Sweden this school year and she likes to fish. When she turns 16 first of October will she need a non resident permit or since she is living with us for the last 2 months and will be for another 8 months can she get a resident permit?

    Nonresident students can buy resident permits. They need to be purchased at an MDC office and you will need to show proof of her exchange-student status. Usually that involves some official correspondence showing she is living with you for that purpose and a student id card from her school. The rule is:

    (6) A nonresident who is a registered student attending a public or private secondary, post secondary, or vocational school located in this state, and living in this state, may purchase resident licenses and permits, except lifetime licenses. Students must carry evidence of a Missouri residence and student status while hunting, fishing, or trapping. Permits can be purchased only at Missouri Department of Conservation offices that sell permits.

    Great question, and I already see a great answer. To reiterate: A nonresident who is a registered student attending a public or private secondary, post-secondary, or vocational school located in this state, AND living in this state, may purchase resident licenses and permits EXCEPT lifetime licenses. Students MUST CARRY evidence of a (1) Missouri residence AND (2) student status while hunting, fishing, or trapping. Permits must be purchased at a MDC office that sells permits.

    The important part here is to have that documentation at the time of permit purchase and at all times while hunting/fishing/trapping.

    On a side note: Attendance at a Missouri school in itself does not constitute residency in the state. As a rule of thumb, a resident is one who does not claim resident privileges in another state or country and whose actual residence and legal domicile have both been in that state of Missouri for at least thirty (30) days last past before the purchase of any permit. The answer to your question is one of the exceptions to this rule.
