    minnow seine or minnow trap baited with whatever choice of bait to catch minnows, if you meant hook then either by tail, behind dorsal fin, eye, or lip and it depends how you are fishing is how you hook but everyone has their own preferences. if i use minnows under bobber then thru tail they seem to stay alive longer if trolling then thru the lips

    Bank fishermen are usually restricted to casting the bait out...

    Sometimes this is difficult in that the minnnow gets "ejected" from the hook during the cast...

    Take a small pinch of plastic jig body and stick it on the point of the hook after hooking the minnow..

    The plastic acts as a "stop" to keep the minnow from coming off the hook as easily during the cast...
    (and it adds color to the bait)...
