Here in Wisconsin the law only allows three hooks in the water at one time, but most of the time I shore fish so I only have two rods out at one time anyways.

Mighty, I use 3 or 4 pending on the wind if the wind isnt blowing 100 miles an hour I will go for 4 but if I find I am having a hard time following the bite with the wind & all i will move down to 3 or maybe even 2 ( I hate missing those bites):D
Usually three..sometimes two.
"Be Ye Fishers of Men" You catch them- He will clean them
sometimes as many as eight to locate, but it sure makes for one heck of a scramble when you happen to mosey through the middle of a school of suspended fish.
Reaper, Where Fish come to Fry
I only fish with one, but think I'll try some trolling, so I'll be useing 3 then.
One or two. Two is the maximum allowed here in Ohio. - Roberta

I use 4 most of the time, and up to as many as 8 if I am having a hard time locating fish. There is no law limits here in Alabama, and hope it stays that way. There are, however, a few lakes that only allow 3.
Shoals Area Crappie Association
I fish with 2 or 3 depending on conditions and the type of fishing I am doing. Here in South Carolina if you are fishing from shore you can only use 2 but ina boat you can use as many as you can put in the water. I don't know why but that is the law.
To make life enjoyable, you must have crappie days.
