Yeah, I saw the maggots but I can't imagine catching that many fish no matter what the size. I wonder if he was also chumming with the maggots?

This kind of thing is very common in Europe where any fish of any size counts in a competition. Catching a few hundred small fish might be your only option. I've heard of a few instances of guys catching around 600 fish in an hour. They're very small fish, basically the size of a big minnow, but they count.
