Interesting, I've hear the same thing about the wind, but I never gave any thought to which way to cast.
Fished 5 out of 7 days this week,all from the bank in the same area.
Limited every day with some 14 inchers,white bass,and cats.
Conditions changed every day,and took about an hour to figure what they wanted.depth,location,speed-stuck with blue/white and blk/char.Always used 2 jigs under a float.
Everything changed every day,but there was 1 constant,almost all bites came retriving with the wind,or quatering with it.Rarely got a bite casting with the wind and retrieving against it.Always casting into the wind.
Always heard the wind blows around the plankton and bait fish,and the fish will line up to see them coming towards them.Made a hard effort to check this out this week every day...and it proved true.

Good observation Cook. That is a general rule I use, if possible, go with the wind. The exception is current. I go with the current if I detect any. If both are blowing the same direction, look out cuz it's hard to slow down without draggin chain behind the boat.
Another thing I take into consideration is the boat shadow. I try to keep it away from where my bait is located. Sometimes it can't be avoided, but important, especially in shallow water.
