I went ahead and did this. I added to the template text that many states, including NY, already have regulations in place, and that NY took a practical approach, in that ONLY lead sinkers up to a certain weight (small enough for waterfowl to eat) are banned from commercial sales. For small weights, (i.e. split shot), the non-lead replacements are adequate and don't cost a whole lot more, but if they put a ban on heavier weights, then we'll see problems.
