My dad is flying in from St Louis when we go to Sam Rayburn in the spring and I was wondering how he could get some fish fillets back home. Would it be better to freeze them, then mail them or send them on the plane with him in his carry-on bag?

I freeze fiillets in quart size freezer bags for my clients that are flying and put them in a box wrapped in newspaper and tied with a piece of cord so the airport security can open it easily for inspection and they take it as carry on luggage. I've also shipped frozen fillets overnight packed in a box wrapped up in newspaper and they made it fine still frozen.
I"ve sent them to my daughter in Ohio Via USPS next day mail. Froze good and solid,shipped in small styrofoam cooler with cheap frozen freezer packs. She says there still solid everytime she gets them. i'm sure this would work for him to take on the plane.
