I grew up in Minnesota and I believe we always went by 2" was safe to walk on, 4" for snowmobile or 4 wheeler, and 10" for car/truck.
Be careful near inlets/creeks/moving water ice will be thinner.
As for filleting them I would find the closest friend you have that knows how and act dumb but watch. When you finally burn him out your on your own.
