Mike, there is a web site by the name of Aluminum Boat Repair. Much knowledge of painting and restoring aluminum boats there. Matt is correct, Zinc Chromate is the primer used.

I think if I was painting a boat today I would look into Rhino Linings for the inside of the boat. I would also look in to see if it could be applied to the outside also. It may not beable to as it is a simi rough, but would look into it. Rhino Linings pickup truck liners are as tough as nails.
