I use it in deeper water when the wind is blowin too hard to spider rig.....

The ky rig seems to give good contact with what the bait is doin in the deeper depths....

I also use the ky rig for bottom bouncing for catfish...tipped with leeches.....I just use a different hook....

Here are pictures of the rig I use.

    Upper Section

Center Section. The weights are 1 ounce, 1.5 ounce, and 2 ounce. I currently use 3 ounces on WM Titeline Special rods. It is easy to change weight for different depths and speeds.

    Lower Section

    Full Rig

This rig is good for spider rigging at higher speeds (~1 mph) and keeping the line vertical so you know how deep the baits are running. The hook lear keeps the upper bait from getting tangled with the dropper line and keeps the bait away from the line when going slowly or sitting still.

It costs a little more to make these but the benefits outweigh the costs.

What are the lengths you use for each section and overall length?

It has been a while since I have made any rigs as I'm not able to fish right now. I think the upper and lower sections are about 11" long and the center one is 2" long. When assembled, the rig is about 24" long (I'm sure of this number). I mostly fish in water between 10' and 25' deep. The length of each section can be customized to best suit your needs.

I stick a small finishing nail in the top of my work bench and use a yard stick to measure out the lengths. I also use the nail and a digital scale to load test each section before they are put in my tackle box. My drag is set to 1.5 pounds and the rig is tested to 2 pounds. The main line above the weight is 10 pound test. The droppers are six pound test. All you lose is one dropper section when the bait gets hung that way. You get most of the rig back to use again.

Best time to use it is when nothing else works.

Just go and buy some Capps and Coleman rigs from BnM.
