I have a better story for you. The Wheeler Game Wardens told me if the gate is open the area is accessible to vehicles, closed it's not. If you continue past Arrowhead Landing there's a road that continues to a slough under I-65 just north of the Tennessee river. I'd fished it several times by walking my kayak down the road behind the gate on a little cart, but on that day the gate was wide open. I drove down, parked where I didn't block the road and had a great day fishing. I load up to leave and when I get back to the gate it's locked where I can't get out. I call 911 to explain the situation (didn't know who else to call) and a Wheeler Game Warden drives in to let me out. He live an hour away so it took a while. The short version is the farmers that have the land leased were working the fields and left the gate open. They are required to close and lock the gates behind them. When they left, they drove right past my truck and locked me in and went home!
I'd bet you had a similar situation. Construction required to close and lock the gate, but took a shortcut and didn't latch the lock.
