Hard to say. I've seen the some think this year. They have been shutting down after a cool spell.

I got off work a little early yesterday, so I loaded up my kayak and hit the gravel pits. I was throwing jigs with a single pole, sometimes with a float, sometimes without. I caught one catfish, one bass, and two crappie. The biggest crappie might have been 9". I probably fished for about 2 1/2 hours before deciding to give it up and head home.
Surface temps were around 63 degrees, and the water was slightly dingy. I don't know if the fish have just moved out, or if they were shut down from the cool front that came through this week. I almost put in at the lower end of the bay by the deeper channel. After not catching anything on the upper end, I was wishing I had.
