As an general rule I tie the tail section to end about a quarter to half inch beyond the bend of the hook. Having said that I tie walleye jigs and the tail goes well beyond the hook bend maybe an inch. RJR said it well.
I try to do the one and half, but with the smaller jigs and big fingers, it's harder to accomplish that rule.
I will say that when I first started, tying as small as 1/80th oz., it forced me to tie up a proportional look.
