If your lad is serious and wants to be jet fighter next year...
We used Xerox boxes as the foundation for building. The bulk of construction is done in cardboard with a hot glue gun(cuz it's fast). We found very few limitations in what we could do in cardboard if we had more time. After final construction I/we primed them in Behr white ceiling paint.
We added a store bought bell to the Loco, and a multicolored jack-o-latern LED light, the rest was trash we scrounged. The lens for the light was a Sunny D bottle (the bottom). The coal was packing peanuts broke in half, then glued with water based contact cement(dip and stick) to a foam board, and was painted in Krylon H20 gloss black. The main body was done in Krylon black indoor/outdoor.
The jet fighter was more complicated but doable. I had to break out stuff from my junk boxes and found a well suited rocker switch, and a used LED light strip from an emergency exit sign powered by a 9v batt. This allowed Justin to "hit the afterburners" for admirers.
