Rockefeller Reds

My good fly fishing buddy and another guy hit the Rockefeller canals behind the Deep Lake tank battery last week and did not catch a fish!
These are the same canals we were hammering 'em in last January and February and again from mid-October through December. Then they shut slap down - nothing worthwhile on two trips in early January and now my buddy's scratch. What's going on?!?
Any clues would be greatly appreciated.
