When we are playing with bream we often go just jig , we typically use a 1/64 number 8 in either a handtie or a tiny plastic .
like mentioned before a super slow retrieve and they cant stand it .
if we are serious about numbers we use a bare jig tipped with a worm or a crappie nibble
and for sure oranges reds and blacks and brick colors for some reason drive them bonkers
Jigs keep the catfish away................sometimes. 1 inch mister twister grubs.

Similar story to others. 2 lb. test mono with a 1/64th black beetle, or sometimes white with a red spot, or yellow. Sometimes use tubes or curly tails, but only 1" in length on 1/64th or 1/32nd oz. jig head.

Seriously, a few rules come to mind:
1. good lure design and a few colors do fine all of the time.
2. if #1. is observed, all fish species will strike, including gills.
3. light line (4#-6# test) enhances light lure action (fish aren't spooked by heavier lines)
4. the easiest way to catch panfish is to cast & slowly retrieve light jigs (as stated in the above replies). 1/32 and 1/16 oz unpainted ball jigs work great with plastic, fur or feather bodies work for me.
5. the way to cover the most water is to cast are far as possible and allow the jig to be retrieved slowly, at mid depth, while twitching the lure with combinations of rod twitches and reel handle turns - NEVER USE A STEADY RETRIEVES.
IMO curl tail grubs except Power Grubs, don't do as well as straight tails or which there are many. Stop a curl tail - zero action; stall a straight tail on a slow retrieve and the finesse action provokes strikes.
These are only a few lure designs that have worked no matter the water or season.
