Default Scratch head / go watch U-Tube on Outboard Motors

I have worked to get my little 25 Horse ready to spend some time on the water. When I hooked the water up to the foot and turned the engine over there was no water coming out the Tattle tail hose from the Thermostat. I removed the cover to the thermostat and no water was coming through the block ---- Bad water Pump on top of the charging system not working???? The videos had every motor known to man, except mine. My charging system has less wires than those on U-Tube. No voltages coming off the stator or going to the Rectifiers but the meter readings to check the coils indicated good I downloaded the Parts manual just in case I do find the problem. TODAY I cranked the motor flooding the yard and found with the water almost turned off the water pump suddenly decided it was going to work ... Who am I to argue with progress---- About 6 years ago I hit a Stump that broke the stearing arm off the front of the engine. the boat was in the shop four months waiting on parts from Japan . To get the part on the whole motor dissembled to get onto the new part that holds the engine on the boat.. when I got the boat back I never pulled on the Pull rope of the recoil , it is locked up and the motor can not be cranked by hand. U-Tube gave me a hint today that there is an adjustment that will lock it and prevent it from working There is hope on the Horizon ... With the motor warmed up and a little Carb adjusting I am going to tackle that recoil lockup problem. Being on the lake with a motor that will not pull start takes a Lot of confidence out of the Fishing machine.

Update ---- The charging system is up to Par ---- It takes a special Meter to record Peak AC. sliderman up in Arkansas helped me through it-- A regular meter will only show about 5 volts with the Engine warm and half throttle. Look at the voltage before the motor is cranked then look at what it Reads with the motor running. The DC Voltage will be .4 to .5 volts more than it was before the motor is cranked on a fully charged Battery ---- I am In Business
