I had a 15 hp merc 4 stroke doing the same thing and it was the inner lining of the lines coming apart! New lines and bulb and back to running good!

I just put my Boat back in service after it was parked 4 years. The first thing I did was remove the fuel line to Purge out the old Fuel. I had put in a additive for storage. the fuel lines Deterioration from the inside had caused the fuel to turn Black and the lines were hard. I cleaned out the Tank, replaced Hoses Fuel Filter and Plastic Zip ties with metal hose clamps. I removed the Carbs and cleaned with Acetone as it will not damage anything. as bad as the junk was in the tank and lines I might have needed new Carbs. Dont trust the stuff sold that is to prevent these kind of problems.... Old O rings on Connectors will cause Air leakage at higher speeds but do not leak a drop of fuel when the Bulb is pumped up .... Dont forget the Connectors

Fuel pump rebuild might be next as it might not be able to keep up under full throttle. A two stroke can burn a hole in a piston if you run it lean over time and a $30 or so rebuild kit every few years is not a bad idea. My 2004 150efi(taho q3 f/s) that I sold I rebuilt the water & fuel pump every two years as the fuel we get here is not the best to say the least and my newest 2013 tracker 175 tf has a new fuel pump on it and water pump was rebuilt before I bought it.(have papers)
May all the fish tales you catch be longer than the ones you tell !

You need to get YOU a NEW Carburator you have worn the threads on the jet screws and have bypass oxygen getting into the fuel system!!!!!!!! Buy real gas add 2 ounces of seafoam gas stabiliz per 6 gallons and 4 ounces of starbrite and you will have to find something else to work on!!!!!!
