Sounds like a loose connection, or something wrapped around the shaft stopping it from turning.
If you got it going already, what was it?

If you can hear your trolling motor trying to work but it won't go, you may have water in it. Take the propeller off and check for fishing line, it could have cut the seal allowing water to the motor. A mechanic can fix this in a day.
i would drill a hole in the foot and stick some dynamite in the hole
Thanks for all the responses.
I wasnt able to work on it this weekend.
I got to tinkering around with it this morning, and i think that the switch in the
foot control part under the pedal assembly ( i dont know the proper term) maybe the "micro switch"??
is busted. It doesnt have that " click sound" when i press it.
But what is weird, is that while i was on the water with no power it was still clicking.
I am going to replace that part and see if it does the trick.

UPDATE*
I replaced the micro switch today. I put the settings on 12v 5power.
When i hit the switch it barely turned the prop. I then upped the juice to 24 v and it was spinning maybe a tenth as fast as it should be.
While i was doing this i left my hand on the micro switch, and it got blazing hot!!!
Burned my finger..
Something is not right and i dont know what the heck it could be.
I am gettin power to the trollin motor, but not much. The micro switch is getting hot.. any suggestions>?

Did you pull the prop and check for fishing line or something there? it could have something wrapped that is bogging down the motor and putting it in a bind. I am no expert, but I would think that if the motor is in a bind then it would cause the wiring/switches to overhead trying to get it to turn.

jlaughlin,
i actually took your advice and just walked outside to take the prop off.
I couldnt get it off! it was dark outside and i didnt get a chance to really try to mess with it, but i know that i have never had problems getting it off..
Now i am curious, first thing in the morning im going out there to see why the heck it is sticking...

He's a really nice guy and does good work if you want to have him fix the problem, or he can talk you through how you should find and fix the problem.
