Red face Meldahl pool, Ohio River Mix

Went to the tribs of the Ohio yesterday pm. Only caught 2 crappie, 11" on float and minnow. Caught them 1.5' deep in 2' of water. Is this normal for the tribs in the river? The tribs we fished the deepest water we could find was only 5-6' deep, except for under some bridges, which were 10-12' deep. They were so shallow couldn't access much of the rest of the creeks to look for the deeper holes. We also caught 16" sauger, 8lb channel cat, 2lb channel cat, 4 skipjacks, 1 whitebass and 1 13" largemouth. It was really windy and fishing was slow. Water temps were 63-68 degrees. It was good to get out, but definitely not what I was hoping for. Any advice on what to look for in catching these crappie in the tribs, sure would be appreciated. All fish were released.
