A few months ago there were some cities in IL that were throwing around the idea of testing the conceal/carry action, Peoria was one of them. Nothing came of it. When travelling I take my chances, but I would rather be safe than sorry. My brother and I were scoping out areas at a tournament a few years ago. It was an unfamiliar and to put it lightly a very sketchy area but it was a part of the lake that was worth investigating. We stopped and were consulting our maps when we were approached, luckily it was harmless but you never know.
We are one of a few states that doesn't allow, but you would have to ask law enforcement individuals if they feel comfortable with allowing us to carry.
We are facing financial issues where I live so they are talking about pd layoffs which should be the last place to cut, in my opinion you can't have to many officers or firefighters. You can bi#$% about rising taxes all you want until you experience a situation were you need the service taxdollars provide, it will change your opinion. I have a relative in the state police so I am sure it will come up at Christmas. CX and CC will hopefully see this thread and give some insight.

I get asked these questions so many times it is amazing how many people want to know the laws on carrying a firearm and the ammo. I would think that something like a fanny pack is a case and as long as the weapon does not have a loaded magazine in it then it is legal and keep the loaded magazine seperate.
Since this issue was brought up, I have to say this. I think the "FOID CARD" is a scam and a bunch of crap. No one has ever shown me where a foid card does anything but make it harder for IL residents to purchase and keep firearms. What really makes me up set about the FOID is that we here in IL have to have it to go to Wal Mart to purchase a firearm or ammo. But if you live in MO. and come to IL all you need is a drivers license to purchase those items. If you don't believe me go to ole Wally World and try it. Go to sporting goods and pick up a box of shotgun shells and and take them to the counter. When the clerk asks you for your FOID tell them that you are a resident of MO. and see what they say.
Sorry I just had to put my two cents in on that subject. As for the conceal carry I think all good honest law abiding people should be able to protect their lives and the lives of other people in the event of a life threatning situation. As long as that person goes through the proper training. And I'm not talking about a one time training session either. If police have to keep up on their training then any person who chooses to carry a firearm should keep up on the laws and the training also.
One thing you have to remember, If you pull your pistol in self defense and make that choice to use it then you have to live with that decision forever. So you better be prepared for whats to come if that happens.
If this law on this thread is correct and people start carrying firearms without any training at all they better be prepared for any civil issues that may come from it if they do use that firearm. That is where the Conceal Carry "Permit" comes into play. The states that issue them have some kind of documentation that shows where that person has completed some sort of training. It may not be much training but I can tell you there will be some kind of training.
And if you think that if the firearm is used and there will not be an investigation you are wrong. I know first hand.
So all I have to say about this issue is be safe, stay within the letter of the law and it's always better to have it and not need it, than to need it and not have it.

I legally carried over 20 years in Washington state, and I'm very thankful I never had to use it.
Two (2) of my cousins here are married to LEO's and both agree the FOID is a bunch of crap, nothing but a potential control tool.
Both also agree that as long as you have a FOID card, the weapon is unloaded and in a case, which they both agree is anything that encloses the weapon, you're fine; however, should something happen, such as an automobile accident, if the weapon is discovered or (more preferred) you disclose presence of the weapon to the officer, the officer on the scene may have a different point of view. This is another instance where a permit could help prevent confusion to what is permitted.
To have it and not need it is an exercise in weight distribution, but to need it and not have it can have tragic results for the innocent.
