flint, I run a Small Swamp Runner kit from https://mudmotorkit.com/ The small kit is powered by 6.5 hp type engines. The medium run 13 hp type engines. They have kits from 3 hp up to 23 hp v-twins.
If he wants to build, yeah, buy the kit because these are not as easy to build as you think that are. The Swamp Runner brand has about 50 years of design & development behind it. It's pretty refined. again if he wants to build, let him build the powerhead himself. That way he can learn about engines, carburetion and how to make horsepower.
