I think if you go with a pearl or off white head, the blue chenile collar and some crystal flash or artic fox tail in white for the tail might give you a good color scheme for that color chenile.

But I gotta tell you that chartruse head and tail hackle with the blue collar looks like it should be a good one, never tried those colors together before but they just seem to meld together. If I were gonna go with your second jig I think the only thing I'd do is put some black eyes on it to make it look like a newly hatched minnow.
